Richard Li Tzar Kai is chairman of PCCW Limited ("PCCW"), the largest provider of communications services in Hong Kong and one of Asia's leading innovators in Information and Communications Technologies (ICT). Richard Li was appointed an Executive Director and Chairman of PCCW in August 1999. He is also Chairman and Chief Executive of the Pacific Century Group ("PCG"), a Hong Kong-based private investment group, and Chairman of Singapore-based Pacific Century Regional Developments Limited ("PCRD").

 

PCCW launched the world's first major IPTV service, now TV, in 2003; today it is the world's largest commercial deployment, accounting for a fifth of all IPTV subscribers worldwide. In 2006, the company launched its 3G service in Hong Kong and delivered the world's first real-time broadcast mobile TV service to 3G users. The company's ICT arm, PCCW Solutions, has successfully established itself as a leader in innovative and robust ICT solutions, and was ranked by Gartner as the largest professional IT service company in Hong Kong, and the second largest in China. With over 2800 ICT talents, it has contributed to multiple mission-critical projects for enterprises and governments. The Smart ID Card System developed by the unit won multiple international recognition and awards, and has been widely adopted by the Hong Kong population.

 

Richard Li first became interested in the media and technology industries in 1990 when, in his early twenties, he foresaw the opportunity for the creative development of information and home entertainment services in Asia. The result was STAR TV, Asia's first satellite-delivered cable-TV service, which by 1993 had a viewer base of 45 million. Richard Li sold STAR to Rupert Murdoch's News Corp. and went on to form the PCG, including PCCW.

In the mid to late 1990s, Richard Li helped raise awareness of the role of technology in Hong Kong's economy, through the creation of Cyberportand by working together with the government, tertiary institutions and the corporate sector to promote the development and application of IT in the HKSAR. PCCW itself funded dozens of technology start-ups, and the company's early research in the delivery of information over broadband led to its success today with IPTV and mobile television.

In 2010, Richard Li, through PCG, acquired the asset management business of American International Group, Inc. ("AIG") and renamed it PineBridge Investments ("PineBridge"). PineBridge's legacy in investment management dates back to the early 1960s with AIG entities managing assets for AIG insurance companies around the world. As of 31 December 2011, PineBridge managed US$70 billion in assets through its global network, for institutional and individual clients across an extensive platform of listed equity, fixed income, private equity and hedge fund strategies. It has more than 800 employees.

Richard Li is a member of the Center for Strategic and International Studies' International Councillors Group in Washington, D.C., and the Global Information Infrastructure Commission.

At home, Richard Li serves the community as a full member of The Hong Kong Computer Society. Richard Li is a licensed pilot and a licensed dive master.
